Sorry buddy but please find it and post it, i would like to see that rule officially.
Cause i have no problem driving my truck up an icy POS trail if it calls for that, unless there is an actual rule saying so. Done it before and so do many others.
Common sense though says never go past the park groomer.

The Owls head sledding area is considered family and newbie friendly, unfortunately the icy beginning and few kilometers causes alot of issues.
I helped out a young lady once on the way down that lost control of her sled, lucky she wasn't hurt but scared the hell out of her.
Sleds and ice don't mix.
The groomer operator needs to do a better job pulling the snow to the bottom and packing it thick, or else i would expect truck's to drive up to the groomer or next staging.
If that's a problem then set up a cattle gate and get snow all the way down to the start.

The drag is at 2 km, groomer at bottom
And it's hard on the groomer to rock the tracks ect
Also there's not much snow from 2 km to pull down to the bottom, unfortunately the road was plowed to 12 km till Dec 10 th this year for logging
I for one would like to ride from 2 km as long as possible, so leave the snow is my vote
Slowbikers can suck it up lol
