Chroming probably weaken them just for the amount heat they use is way hotter then powder coating. I have seen regular steel warp really bad.

i would buy a better mig machine .... as for teaching him how to weld i would wait till he is older... i knew lots of guys that didnt weld except in school and they did just fine and they were showen the proper way and not the farmers way..... high school is not were they should be learning how...
well your cheapest way is to find a bottom end off a blown top end but not crack make sure you inspec first..... if not by a new one then you know what your getting.... it is hard for anyone to fix cracks might be costly but you could check into it as well
Don't worry about the words your are describing what you made it is not a brand name. Good job looks great. You kind of want it to be able to move a little so when you roll your sled in harder snow it doesn't bend. Make sure you use a lock washer or locknut or it will come loose.

Basement and concrete would probably 15 - 20 k and utilities depending would depend how far but rough guess 30 k
But again this is just a rough guess you should phone contractors that do this and get a quote.

I have a front hole and the only time I use it is too tie down deck. The ramp needs too come out when I use it. It is off center. Have a latch on it so when your doing a 140 it doesn't flap in the wind.

It all depends on what you plan on welding. I use a little Lincoln 100 for thin stuff and I have a stick machine for anything over 3/16.
