every day you hear about of elderly people being asulted by young thugs being abused in care homes and just plain horrible ****.He,s 70 years old and lives by him self.Maybe he is a little off but really all he,s doing is watching your yard.You know about the audio so say some thing like we should really invite old sam over for a bbq he,s got no one else there.And then go do it.I don't he,s much of a threat to you.

Here I found this, it applies more to businesses but may still help.

-Cameras should not be aimed at areas where people have a heightened expectation of privacy, for example, showers or into windows.
Steps should be taken to ensure that cameras cannot be adjusted or manipulated by the operator to capture images in such areas.

-Sound should not be recorded unless there is a specific need to do so.

So what exactly happened when you went over to discuss it with him? That would be my first approach would be to go talk to him about it. If that goes south.......I just happen to be a really good shot. I think it would be pretty hard for them to prosecute you on something like that. How would they ever prove it was you?

OK...my old neighbors and I had this EXACT problem about 5 years ago. The guys name was Ledd Zepplin....yes...for real. His "game" is to move into a neighborhood, then do things that are legal, but annoying in order to illicit a response from neighbors....then sue them. It works. This is his "job". He got ran out of the Town of Lacombe several years back for storing garbage in his front yard during the runner-up time for the community in bloom contest...along with a sign telling people where to go. After making his $$$ there, he ended up in my neighborhood. ANYWAYS....he used to set off his car alarm at random intervals, just to get people mad. I was a court witness for one of his lawsuits along these lines. His other game, was to train cameras all over the place....in particular, one his next door neighbor's back yard and one straight into his kitchen window. I am freinds with the neighbor. Anyways....after all the same thought you are having...calls to cops with no results....midnight throwing things at the cameras when beer drinking...only to have the cops show up giving US hell.....we discovered what pisses him off. TAKE HIS PICTURE. Over and over. We used to walk by his place, stop on the sidewalk and take pictures on his house and anyone outside. If he was outdoors he would LOSE HIS MIND and go running into the house. Cops would be called....and they would basically tell us to leave the tard alone (in those or worse words), BUT we were doing nothing wrong. After snapping his picture for a few months, he and his wife packed up and left....literally in the middle of the night. I don't know where he ended up, but I pity his new neighbors.

Pretty simple to prove.
Get ahold of this thread.
Follow the threats.
Get IP adresses.
Geesh, maybe even know the exact town/place your from because it is on your profile.
Even match your user name to the Snow and mud jersey your sporting?
Maybe you folks have not been watching the news, but bullying, threats, perceived threats or actions can become chargable offences quickly.
Not trying to stir the pot, but a person must be careful in this cyber age.
Just saying!
I am sure if you have lived there this long that he and his wife are harmless and if you just carry on about your business all will be fine.

Yep, I thought of that after I hit reply. Maybe a foam finger with a misplaced finger just below the fence line, but visible from the camera.

Have you considered laser pointers? Not as intrusive as a spot light, aimed correctly, it would render his video useless.

This could pose serious issues if aircraft fly overhead, especially if it is more powerful than the standard laser pointer.
So long as the laser was at a similar height and it's trajectory was not pointing into a normal flight altitude I can't imagine it being a issue
