Elections Canada is the independent agency responsible for the conduct of federal elections and referendums. We administer the Canada Elections Act as adopted by Parliament.
Many aspects of an election are outside the mandate and control of Elections Canada because they are not regulated by the Canada Elections Act. The matter that you describe does not fall under our mandate. A foreign citizen speaking at an event organized in Canada does not by itself constitute an instance of undue foreign influence under the Act.

some follow up from the freedom conference in Red Deer
These are my thoughts & I'm curious what others think. Alberta as a stand alone is an impossible task, a collation of Alberta, Saskatchewan, most of BC & a part of Manitoba that wants to join. Very resource rich & power if we can work together. The test would be setting aside personalities, what is in it for me & agreeing on a united front. We need friends that are on our page, not using us as play things that don't matter.
I've started to explore by clicks & wonder what we have in common with Montana. What would it be like to join them? Setting aside my stereotype of Americans I see a way to move forward.
