Actually balancing the budget is not that difficult if you aren't just trying to get into office every four years. Grow a pair and do what needs to be done. No it will not be the most popular action, but if you are just going to do what's popular, unemployment and the national deficit will continue to rise.

Things to cut off immediately:
Foreign Financial Aid-If they can't take of their own financial situation why should they try to deal with other countries economic situations?
Foreign Military Aid-Yes, there are situations where they should be involved. They should only intervene when their national security or allies are at risk.
Welfare-This can not be completely cut off, but it should be reduced. Drug, alcohol and tobacco tests should be mandatory. This money should go towards the essentials, not getting high or drunk.
Levy Tarrifs-Against Countries like China. Countries that have no regard for environmental standards or human rights. If they improve their environmental record and human rights these tarrifs should be abolished. They should not have economic advantages based soley on destroying our environment and mistreating human beings.
Put prisoners to work-Have them working in in-house factories. Doing basic manufacturing for companies. Why shouldn't they earn their keep? Have them pay what it costs to house, feed and guard them. Any extra can be sent to their families or put into bonds for when they get out. Would give them a good chance to start over, when they get out.

Legalize Marijuana-Not to sound like every other loser on the internet, but the amount this would save on law enforcement, and the cost to hold prisoners for these minor crimes is incredible. If you tax it on top of that like alcohol and tobacco, it will further raise revenue.

They would move all the money to trying to enforce the drug/alchohol/tobacco/welfare thing, it would probably cost more.(kinda like Canada trying to enforce the gun registry x 100) More crime from people needing to get their fix...etc.

Foreign aid is still essential, because there may someday be a disaster that they need help that will make 911 or Katrina look like a walk in the park.

America relies on china, and to jeopardize trade, it would even make things worse. No one on this continent would be willing to pay more for goods. That's a problem right there. Everyone bitches about human rights, and environmental issues, but loves their big screen TV's and ipad's too much. For China to comply, things would be 10X the price.... no one spending. It's an ugly circle.

Taxing weed... DHEWD!!!! Maybe decriminalizing for possession, that's about it. I think you will still see people trafficking their own chit. Not sure if a drug runner would file for taxes to the IRS. Enforcement would just turn to that.

The auto industry is a cornerstone to the U.S. economy. It had to be saved. about 10% of all american jobs rely on it in one way or another.

Also the Sub Prime Mortgage crisis plays a big role in how the economy tumbled too, those burdens don't just disappear in 4 years...That was bad regulating from the government and will haunt them for years to come... That is one reason why Canada is in much better shape than the U.S. Our Mortgage laws were tighter..
