Suicide cord they call those.

Supposedly they can be used to backfeed a house via an outside outlet in the event of a power outage. Of course nobody does that because it's against electrical code, and if the main panel breaker is not switched off it could backfeed the lines the lineman are working on.

Very common to back feed a home in an emergency with a small generator. Main breaker off of coarse.
