you may be on to something that could help a lot of the homeless. i was looking at small heaters, Alcohol. wood propane etc. that could be used. problem being open flame and they all cost money. small tin can wood burner, would be the cheapest and fuel supply easy enough to obtain. but some kinf of poncho type insulated rain cover would also work. depending on cost.
