do they spray the plants to kill the green before harvesting? I've always pulled the green out by hand prior to digging up the potatoes in mom's garden.

I think they do spray the greens a month or so before the harvest. The skins need time to thicken up

Does it not defeat the purpose of Vabor barrier if you’re gonna cut 20 pot light holes through it without any poly hats for them?

They are going to be LED puck lights, not pots. That have their own foam gasket. Which is ULC rated and approved as a vapor barrier
