Yes, they will turn hard. Will they be stable? Not in my humble opinion! If there is any lateral pressure, the bags will slide on each other. A shoddy construction project for sure and for infrastructure being done like that is not good.
Hard to a degree, not challenging you out there but I end up with lots of bags left over from our bridge projects and if they sit and get wet the outer turns rock hard but the center is soft. I drop them and they split in half, not ideal concrete.

I agree. Yes, it doesn't make the best concrete even if it is mixed. Probably, 26mpa at best.
