Hard to a degree, not challenging you out there but I end up with lots of bags left over from our bridge projects and if they sit and get wet the outer turns rock hard but the center is soft. I drop them and they split in half, not ideal concrete.Yes, they will turn hard. Will they be stable? Not in my humble opinion! If there is any lateral pressure, the bags will slide on each other. A shoddy construction project for sure and for infrastructure being done like that is not good.

Add 20% Sika 212, fix that strength problem when mixing, also minimal water, no making soup.I agree. Yes, it doesn't make the best concrete even if it is mixed. Probably, 26mpa at best.
