Make a mark on each clutch sheave with a felt pen marker all the way from the center of it to the outside edge. Take it for a run then look to see how much of the mark is worn off by the belt. That will tell you if the clutches are shifting fully or not. The primary mark should be removed all the way out to the edge. The secondary should also have it gone a long way down toward the center depending on how easy the snow was to go through (deep snow will keep the secondary from shifting all the way, hardpack will let if fully shift). If the marks show that the clutches are fully shifting then it is probably gearing. Also there is a huge difference between 7 or 8 thousand rpm. Which is it? You should be right around 8000.
