As long as they are held together with 3/8 ready rod and double nutted he'd be good to go me thinks!!

Nope, he needs nylocks with double lock washers and then hit the end of the rod with a ballpien hammer to prevent them from backing off. It's the only way. Lol

you forgot the over sized flat washers

looks like a box of saran wrap on fender to keep leak proof
