Unsure of the year but its the 660 carb version.

Runs up fine on a stand, up to 100km.

Put it on the ground and try and ride it and it won't even hit 40 it starts spitting and sputtering. Backfireing etc.

stupid thought, but what happens when you loosen the gas cap on it? is the vent tube plugged?

Man...you'd have to be WAAAAY out on the clutching to be missing less than 50% of your top speed. My bet is on fuel or secondary ignition breakdown.

Check the reverse wire, green with white strip I think, right side to left of oil filter? Almost sounds like the quad thinks it's in reverse

Wet clutch is shot. Runs fine on the stand because there is no load on the wheels. Put it on the ground and it doesn't have enough grab to overcome the wheel load, slips and hits the rev limiter. Check if your oil smells like burnt tires.

X2 on the reverse speed limiter switch. My 700 had that issue. Run fine for a ways then all of a sudden bog down, sputter till I was almost stopped moving then good to go till next time. Also the reverse gear indicator light would come on the dash whenever it did it regardless of what gear I was in. Not sure if location is the same on a 660 for the switch. 700 it's on top of the transmission behind the cylinder. Looks like a baby spark plug. Has green wire with white tracer. Easy fix. Ground that wire to frame. Bypasses limiter so it's wfo backwards.

i figured it out like 2 seconds after i posted this thread but you guys were really racking your brains i was enjoying it.

and im not saying what it was because i feel like weetaard
