I am guessing Beothuk trailers would get you right in

Funny one of our guys got pulled into Edson today. Trailer got a clear pass and a sticker for three months. All brakes locked with the bobcat on it.
However truck e brake wouldn't work. Damn drivers always put it on and drive away because not put on properly. Always repairing e brakes on the crew units
Just an observation I have found is that the e-brakes always wear out sooner than the rest of the brakes because in some vehicles, the stability control activates the brake via the ABS to stop it from spinning. That and the mud eats pads on rear wheel disc brakes bad!!
What other guys said about the breakaway switch stopping the trailer is true. It may not skid the tires on pavement with a heavy load, but it should stop the vehicle from rolling when in gear. If it doesn't, there are several things that could be wrong with the system that needs to be looked at. Most common is poorly adjusted, dead trailer battery, bad wiring, or on occasion even replacement brakes installed updside down or improperly.
