My understanding is that when prices are low refineries are quite profitable when they are high margins get tighter obviously because their feed stream is supplied for less. Problem with having too many refineries is what do you do with all the finished products? A refinery may make 30 different products but it is likely going oversupply the area so then you have to distribute each of the finished products. Alternatively we ship crude down the pipe and refiners pick off the pipeline to produce for market demand in specific areas.
