I got an email back from Chuck. He mentioned that the springs and valves inside of the by pass systems can be affected by engine vibrations and reduce it's performance. He felt that the vibration problem would be worse in the double filter models than the single BK-21.

Sounds like your carbs may need cleaning. Pull the bowls and check the float valves and jets for any problems. Remove the jets and use some carb cleaner and some welding tip cleaners to clean all the jets and air passages. Try that and see how it works. Good luck!
