Not sure what that has to do with anything. If you were in Japan would it make you a bad driver cause you can't speak Japanese? And it looks like you could also use some lessons in English. A drive understands no language. The driver however, might be another story.
Shouldn't matter which one you decide to go with, they should be able to run the cables for you. As far as I know, they both still use coaxial cable, so which provider you choose to use should be irrelevant.
Always re-torque myself, going back to the tire shop can be a hassle, waiting in lone for something I can do myself.
