Make sure the tank vent isn't plugged, and check the fuel pressure before buying a pump. I would pull the pump and make sure everything looks good on the pick ups, wiring etc

Check for a broken primary spring, belt condition and proper belt deflection. After that check the primary weights for bushing wear. These are all little things that can rob a few hundred rpm.
