2007 was the first year of the new 6.7 but they did build some 07s with the 5.9 (without all the emissions crap on the 6.7). Not sure if it was just the first half of the year or if it was something you could order? I'm glad mine is the 5.9 cummins though!

Doesn't matter what the machine is heavy tires require more power to turn them. Go with the lightest rim and tire combo you can find.
You can go a lot of places with 25's anyways. I wouldn't go bigger than 26s though. Heres some dyno numbers, how much power do you want?

you can get a set of zillas in 25" for 12"front and 10"rear rims. Not sure if they will measure 25"tall or be shorter? I have the same rim combination on my scrambler and run 24" bear claws. If you have the 4 on 4 rear bolt pattern on your xplorer you can probably pick up some used rear hubs...
