Whether or not the individual knew they were riding in a provincial park, or that the particular park doesn't allow snowmobiling is indisputable as the onus is on the operator to ensure they are following the law for that area.

For the most part people are only concerned about who is breaking the law when that offense may lead to that concerned person freedoms being taken advantage of. Individual freedoms are not equal to ones right as we have given up our rights by creating governments who moderate our actions and create laws to protect us from ourselves. Sure we have basic freedoms but even those are moderated with laws and rules.

Anyhow, AB Provincial Park snowmobiling, any google search will provide various responses to AB PP's that may or may not allow the use of snowmobiles. It becomes a little harder for some people to understand as AB also has Wild Land Provincial Parks, which may or may not allow the use of snowmobiles. And as mentioned, various BC Provincial Parks do allow the use of snowmobiles, so the only safe thing to do is educate yourself.
