Shutting down would likely cause some damage to the asset.
You can not just turn a valve handle, crazy huge process with consiquences.

Every facility is down to minimums and has preparation for shut downs. Companies are trying to be flexible right now so are accepting some losses. I suspect this will change this week.

it screws up the formation to quit steaming and can’t just shut a steam, process and water plant down easily need to keep that heavy oil warm or the facility will be faked.

Yeah they were talking about this on the West Block this morning. Never gave the reason but just said you can't just shut down all these operations when storage is full.
