I don't believe this is true.

The re-cyclers are more than aware of the theft problem and are mandated to take info. Alberta Queen's Printer:

I pulled out some old copper/brass from a house reno, it was a main 3"-4" drain. Even though it was 50 + years old, they took my license and plate number.

I still got like 70$ for a 6 foot piece.

I would like to see anyone roll in a large spool of new copper without proof that it wasn't theft, and not get caught.

I'm not sure, but I think they might melt it down into ingots. At least I heard they used to do that with copper wire years and years ago - burn off the jackets and melt them down.

used to burn the insulation off but now they pay way less for scorched copper than stripped. There are a lot of scrap metal guys that drive around looking for stuff to buy, they pay less than the scrap dealers in the city but don't ask any questions about where it came from.

They'd strip it and cut into pickup bed or trailer length pieces and haul it in. Pretty hard to tell new from used once you get away from the end of the reel. worth way more stripped than insulated. That is what we used to do with leftover/scrap copper.

the PTI yard here went to get shacks ready for the season, about 30 had their cables all cut off from copper thieves. they also found my buddy's YZ 250 that was stolen out of his yard, still had the cable lock wrapped around the front wheel....I guess they ran out of room for the stolen wire and dumped it in the shack yard lol

I see 800-1000 new homes being built every year, and there is only a handful of electricians that take there cut offs with them. Every house has a bin out front, and every bin has new cut offs in them. There is no bi-law from removing anything from a bin, I don't know why dumbass's need to cut from a lived in house?

My dad work for Telus on the Network & Infrastructure side, LOTS of road side cable goes missing, they are pushing harder to get their contractors to bury cable soon as they lay it now.
