Just built a tps tester, it was really simple. Unit consists of a 5 volt regulator, a nine volt battery a switch a bit of wire and a couple of alligator clamps. Base setting is .700 volts +or- .01 and idle setting is .940 volts +or- .01. I was surprised how much mine was out! This spec is for the cfi engine.
Some symptoms of tps out of adjustment is high idle, low idle, sled won't go into reverse, engine hits deto easily, engine temps high, engine is running lean, engine is too rich, peak rpm low, peak rpm too high.
Of course these symptoms can be caused by other issues as well but if all other things have been checked and nothing has solved the problem then I would check the tps.
