TKI belt drive belt rubbing

Got a tki belt drive and the inner edge of the belt is running up onto the edge of the idler pulley. Used kit. Vague instructions. Anybody able to tell me if it’s ok to run without washers between arm and pulley so I can get the pulley moved over?

The only time I had something like that happen on my c3 belt drive was cause my drive axle was bent.

I found with with the tki - if you over tighten the upper sprocket it mushs the back side of the sprocket - which could cause that - is it the tensioner that's mangled?

Are there 2 bearings in that tensioner? Is one side applying more force than the other?
