Wages were stupid high on TransMountain & Coastal Gaslink, that helped to drive up the cost.

But Coastal Gaslink is a significantly larger diameter line (30", 36" and 42" versus 48"), and arguably had rougher terrain to pass through. Coastal Gaslink cost is about $21.6 million/km, TMX is about $26.9 million/km.

Certainly room for a few billion $ to be skimmed off the top.

I spent a couple weeks on the CGL this last summer. The wages were very nice! Zero complaints there.
