Smilie icons.

I have noticed that not all smilie icons are the same on other forums.

As an example, when I use yo with colons on both sides on this forum it looks like this....
But on other forums it just looks like a yo with colons on both sides.

Others smilies are similar and some smilies/icons are available on some forums and not on other forums. Who decides and what options are available? Anybody familiar with the cost for a website or are they free?

Nobody really knows. I guess the people who actually pay to use the smilie programs would be the best ones to answer, eh!
