It sounds like a 16 year old that was driving the car by the sound of the voice.
Car shouldn't have been in the fast lane like others have said,but the guy in the
truck looks like he tried to cut off the car and over steered it.
Funny either way.

The kid that took the video and posted it online might not think it's that funny
when the Cop's come to his door and give him a distracted driving ticket though.

The Guy in the truck wasn't going to to fast for the road conditions just because he lost control? If you at the 1:50 mark the road was wet or iced up.
You have to give people a chance to pass not pull up to their butts.
