Should be able to make the trip, the 1st should work, yes the county is still planning a fully maintained trail out there but is on hold until they find some money.
The part on north side of hwy near Harlech is a pretty tough go because of the missing & moved bridges. I managed to drag one of them back into place, but the big one is too much to pull (even with some of it cut off, someone borrowed a little).

If there's a group planning this out again for the fall 2 of us would love to join. I've only ridden the parts of rail line to just before jackfish and I hear it's much better after passing the private land. Any real bad hills? (The big ravine in horburg is no problem for me)
