I have 40ft tube heater and when it gets down to +10 in the shop my heater kicks in. My thermostat is turned right off why would it still run when I have it turned off. Any ideas?

Turning your thermostat right down doesn't turn your heater off, it just sets the temp at around 10. You need to turn off the power switch or breaker to stop it from turning on.

If it's the electronic one that says off on the screen then it should be off when you turn it off. You have it hooked up incorrectly. Check the owners manual. If it's an old mercury switch, then just lean the switch so the bottom is more left and it will go to five degrees etc if you want. As stated with this set up you need a separate off switch for the power to the furnace if you truly want to turn it off.

Is there a manual thermostat out there that is lower than 10?

You require a line voltage thermostat. Honeywell and other manufacturers, make a 110v thermostat that controls down to zero Celsius.
I believe I got mine from Sinclair Supply, but should be available elsewhere.

Your heater should have a transformer built into it. I had one a few years ago that didn't so we built a slick little relay switching box with a transformer. And ran the same thermostat
