The difference is only the reserves get insane amounts of taxpayer dollars. Anyone else can be a POS and get some, but not to anywhere near the same extent.

If it’s a perforated film...yes.

As Sled Bunny pointed out...if it's a perforated film yes. They print advertising on it as well, used on bus, cabs, store front windows etc.
