Newer cummins rams have a capless fuel fill like the newer ford half tons, that plastic cap is there from manufacturing to be tossed.

Never tossed mine out. Did a good job of keeping the dust off the opening so you don't wash it into your tank when you fill up. Best $0.02 part on the Rams.
