New forum software?

I have noticed now above my posts and others as well they now have a tweet and like button for facebook as well as one other. Why are they there? What do they do? Can I turn them off? Why doesnt EVERYBODY have them above their posts?

PS and when I posted this, they went away......that's really weird or double WTF!
