your thermostat is pooched, the fan has one of those slipping clutches that allows it to kick in when needed, mechanically mind you, but if the engine is not coming up to temp, then your thermostat is staying open, should be at or near the top of the engine. I had the 4.6 V8 which is similar. hope this helps.

Sounds like you have the same troubles that I have with my cummins. At almost any temp
below 0 c. My old girl won't make any heat. That stupid clutch fan is blowing air around
under the hood at 30mph, when your sitting still. My fan isn't locked up,it's just "free wheeling"
If my high idle is on,the fan pulley is turning at 1200 rpm the fan is maybe turning 7-800 rpm.
In the winter I have thought about removing my fan all together and see where my temp's are at.
But the only time I think about a solution to my problem is when it's 20 below and I got no heat.lol
Electric fans sure can't push the volumes that clutch fan's can,but they sure are alot better in your
situation and mine.

Put a new fan clutch on it. There's a silicon based liquid in it that's supposed to increase its viscosity as the air temperature increases around it. It over time and with mileage will start to break down and thicken up. Sometimes in extreme cold it will thicken some also, but a few minutes running will warm it internally from slippage and it should function correctly. The slippage is there just like a non locking torque converter. I've seen this lots over the years. Time for a fan clutch. Buy a good one (dealer) and not some Chinese made piece of ****.
