There is about 1" room forward without modification. I asked the wife if I could have it, with less than an enthusiastic response from said wife.

Can't say for sure but they probably measure the movement of the actual bars not where it leaves the plenum. It would be more at the bars because of angular displacement. The taller the riser the more forward movement you would get for a given change in angle of the post.
