Bring it on. Whether its $300 or $700 there will still be those who go out of their way to avoid paying any memberships or trail fees (just look at Nelson, Castlegar, etc) which in turns hurts their own club and this will continue as there is no one to police it.
As long as the big clubs get their fair share it I can see it getting voted in, it will in turn lead to the small clubs not participating and more than likely be a work in progress for the next several years before it can be resolved anyways.
Then you will have people even more frustrated by a provincial seasonal pass to ride their main areas and have a crappy grooming program (fernie, sorry but its become that) and the club will just point fingers back to the BCSF. Just because the funds are allocated by one potential entity doesn't mean the club will be any better managed.
