Boondocker Solenoid Issues??

I installed a nitrous system on my 2009 polaris 600 Shift IQ. The solenoid will not trip. I've tested it with a variable power supply and can get it to trip under pressure at 15.5VDC. I measured the power supplied by the control box to the solenoid and it's only 11.27VDC when you push the button. I verified the supply power to the controller and it's 15.8VDC supplied by the sled. Called boondocker but haven't heard back yet. Thought I would send this out and see if there where any ideas out there? Also I thought the solenoid was bad so I ordered a new one and I have the exact same issue. I'm thinking it's a power issues but not sure where to go from here.

With the amount of equipt. Boondocker has out there, I'm sure someone on their tech line will have you sorted out in no time

I feel I'm missing something, but just can't put my finger on it. Though someone may have heard of this before.
