I think I challenged test at trade show 10 years ago took like 5min. It should basically say watch out for other boats and just like your car we would like a sober driver.
Not sure if stats went down but I actually took the test seriously and did a little studying.
For Alberta lakes as said stay sober and watch for other boats and mostly don't drive like a dick.
For channels, large bodies of water, technical water depth areas and knowing how to use bouy markers properly ya there is a need to educate the masses even if only the regular 20% retention is achieved.
