It seems insane to think it would be possible to plan that level of corruption and get away with it. So many people have to be in on it. Sure the low level people could disappear if they turn, but there has to be a ton of high profile people involved who could blow the whole thing up if they wanted to.

Whistle bowers are either hung, shot or blown up but are not allowed to surface.
The intimidation that this creates stops whistle blowing.
