Anyone know where I could find fender flares like this?

I'm looking for flares that look like this. But instead of sticking out 2.5 inches like the pic, they only come out like 1 inch.

I see a guy on Henday commuting every now and then with them, so I know they exist. I'm just not about to try to flag someone down in traffic at 100km/h.
