Any one else hear about this new anti diesel tree hugger bill?

I think at the end of the day even if this bill passes is it still relies on enforcement to actually catch people with deletes. Even if there was mass or annual emissions testing the cost would be huge if it was a government run operation, and if emissions testing would be done by a private company there will always be shady shops that would pass a deleted truck especially if money changes hands. As has been said before this is a ridiculous law that will only hurt the honest joe and not those causing the most damage.

On a side note, wasn't AirCare cancelled at the end of 2014 in the lower mainland?

Googled it and you are correct. Couldn't remember what it was called.

Canceled in 2014 as they found newer vehicles were becoming more and more clean and so they were wasting money doing the testing.

What this bill will do is allow the RCMP and/or the CVSE to issue an inspection ticket to you if they suspect your running a deleted vehicle. You puff a bit of black, RCMP see's it, you get pulled over, get a 7 day inspection ticket, have to show proof of inspection from certified shop or your insurance is voided and vehicle parked. Certified shops will be threatened to within an inch of their lives or loose their tickets if they give you a case of beer pass.

Right now it is getting harder and harder to get a commercial vehicle inspected with a delete on it in BC, many shops wont touch them because of fear of loosing MVI tickets.

Article also states that the Canadian Truckers Federation is going after the federal government to get legislation passed that is the same across the country. It is tuff for long haulers when the rules are different for every province.

If there is legislation passed federally then we will all be in the same situation as Ontario and California, yearly emissions tests and regular checkstops, don't kid yourself, it will not be the idiots getting punished, it will be the Average Joe and it will be costly. If we allow the leaf licking frog saving liberals to impose such legislation it will be the beginning of the end of transportation as we know it, give them an inch and they'll take a mile and a few billion dollars.

This is correct! Enforcement will be simple, an emission test when you register you vehicle. If you fail the test then no registration - simple enforcement. Air emission regulations are really ramping up in Canada. Good luck selling a vehicle without factory emissions.

As of now if you want to sell a deleted commercial truck at Ritchie Bros sales it has to be listed as off road use only. If you do not declare to Ritchies (and they ask and document when listing truck) that the truck is deleted and they sell it, they can and will come back at you for all costs getting the truck back to factory original. They have been burned a few times with customers buying a truck out of country, buyer finding out they were deleted and Ritchies on the hook for bringing back to factory spec. They now specifically list if unit has factory emissions.

If you take a truck to Peterbilt in BC that is deleted and want to trade it off it must be put back to original before they will accept it on trade. Things are getting much stickier.

I don't get why a shop would be worried. What's to say I didn't delete it right after the inspection or put the emissions stuff on right before the inspection and removed after?
Unless they start making it mandatory for inspectors to take pics how would they know when it was done or what was on it during the inspection?

I knew of a hutterite colony that had a bunch of trucks and trailers with deficiencies so they bought parts for one trailer and after it passed inspection they moved the parts to the next one and so on. They eventually got caught with a defective trailer a couple days out of the shop and tried to put it on the inspection facility and mechanic but after an investigation the truth was exposed so it's not a foolproof system at present.

Jeez! Because it's their livelihood on the line! All it takes is once to lose their inspection license. When my son was working in a truck shop his boss tried to get him to overlook all kinds of stuff. He wouldn't do it, because it was his license and reputation on the line, and he'd worked hard to get it.

I'm a licensed inspector. I know the risk. I also know what's safe according to a book and real world common sense. Emissions stuff has nothing to do with safety. If it isn't ralphing black smoke and is "stock appearing" I would have no problem passing it. Providing the rest of the truck is in good condition. If it's a pos, maybe not.

Either way as I said the way the current cvip is set up there is no way to prove it wasn't compliant when it was inspected.

I'd much rather keep a customer happy when it comes to emissions garbage than a government.

Ever hear of a bait truck?

Already happened in this area. CVSE suspects a shop is to lenient, they send a bait truck, kiss your license goodbye.

It is also well known that if you get an inspection from a suspected shop you will VERY soon after get pulled in to the scales and get another inspection, this time by the guys with the big hammer.

As for pulling guys in who just had an inspection done that is extremely rare unless your oversized or carrying tdg. Worked for companies with old junk and hundreds of pieces of iron and never heard of it happening

To put in to perspective how ridiculous this issue is, I can go and build myself a sled trailer of my own design with whatever materials and methods I choose pay $105 to have a VIN # put on it and pull it around on public roads with absolutely no safety inspection.

Have you tried registering a u built trailer in bc in the last year? It's almost impossible

Nope, I'm rocking the red plates.

But as far as I'm aware trailers under 1400kg don't require a vin or inspection to be registered in BC.

Was told by my insurance agent that I would have to have receipts for everything no use parts. Would have to have a letter stating trailer was safe and notarized and possibly inspected. I have heard of lots of people unable to register their u built

Under 1400kg a VIN is still not required which means you don't need all the receipts and whatnot. Someone at your licensing place didn't read far enough down this page. Unless the website isn't up to date or the rules are different if you are building them to sell as or through a company.

come on out to BC, it is a very common practice if you deal with a shady shop. You get your inspections done at a Kenworth, Peterbilt, Western Star shop and inspections at the scales are rare, you go to the one offs with a shady record and you stand a good chance of being on the pad in a few days.

Probably the reason why we see so many red and white plates at the CVSE inspection stations in the local area. If your out of province and you pass through, very good chance your getting inspected.
