2009 Yamaha Bravo Questions

Hey everyone, I've got a 2009 Yamaha Bravo that I bought with only 830km, and I've got a couple of issues I'm hoping someone can help me with.

1) The throttle plate has a factory hole in it, but I don't know if it's supposed to be on top or on the bottom. I took it out to put the carb through the ultrasonic cleaner and forgot the original orientation.

2) The factory service manual talks about a slow adjuster (pilot screw), but where it's located is covered by a brass cap of sorts. Should I be drilling a hole in this cap and pulling it out?

After some digging I found that the pilot screw is covered by a "Welch plug". Does it have to be replaced once I get it off and make the adjustments? I'm guessing not as they're not in the parts diagram, and can't seem to find replacement parts. Fill the hole with caulking when I'm done?

The hole on the plate goes to the bottom. I would get the carb back together and run the motor before pulling the plug out. You might not need to adjust anything.

Call E&S Yamaha in Fort Sask and talk to mechanic but I would not be drilling what was factory sealed.
