03 1m 900 clutching help

I have a 03 1m 900 its stock except for cpi single pipe v force reeds and the clutch was upgraded to a newer cat 6 tower instead of the 9 that it would of had in 03. Im running it at 2000 ft and it's only pulling 7350 for top rpm. Both clutches seem to be in good working order secondary has red spring and is on 3rd setting. Primary has yellow and green spring and It has 65 gram weights right now but from what I could find out I should be running 74 gram weights with the pipe so im way off right now. But it should be over reving with the lighter weights and it's not even hitting top rpm. Is it possible that I have a problem with the power valves or something?

I can tell you from experience that with the power valves stuck closed it will still go to full RPM. With the valves working properly, it still goes to full RPM, but with about 20 more HP.

me thinks your yellow green spring wore out get your self a yellow white spring and try that
