Deck construction that is less than 2' from grade does not require a building permit as it does not require guard rails. Decks over 2' to under 6' from grade require 36" guards, over 6' from grade is 42". Most municipalities will allow free standing deck construction also...

On demand definately the way to go, I have a Rinnai that also feeds my heatlink pannel for the garage and house slabs, no problems, fyi hooked up the heatlink system for approx 3600.00, Rinnai was about 2300.00 installed.

I have used GOJO hand cleaner without the pumice, works well to clean tree sap also
