You need to check and clean the mechanism while it’s split. If it moves freely from stop to stop on the gauge then it’s not the turbo binding, it’s just the garbage actuators.

The best product you can put in there is lps3. It’s expensive but you’ll only need to do it like every 200000km. That’s the way to do it tho. I’ve been using lps3 for 15 years on 10-20 vehicles a week in my shop.
Did you check if the accumulator plate has any loose or missing screws? It’s such a common problem that the Chrysler fiche has a accumulator plate repair kit. Happened to mine at 120000.
