I think you're right, they don't naturally jump like that. But immediately after being struck by a vehicle the limbs can hyperextend into unnatural positions.
Is the throttle valve still in it? Mine used to get a hesitation once in awhile until I removed it completely. Just momentary, not a total dead pedal but it was unnerving.
