Yes there are. I have a Yaesu that's 75w. Kenwoods pretty good at sticking to the regulations though if you're buying locally. I guess you can probably get anything online these days..
No license you can get will make these radios legal for anything but Ham frequencies. User programmable radios not legal for VHF channels. Output power too high for FRS/GMRS channels. Great little radios. I use them all the time. Just be aware of what you have and use them responsibly.
Keep in mind that if you limit your prizes to sled related stuff you also limit your ticket sales to snowmobilers. You won't get the general population.
