I built 18 detatched garages last summer at cost me $8.00 for 4" slab. Mexican crew that did very good good work and I will use them again this summer.

There are a bunch of threads out there explaining how this is done. Try searching it.

Materials in Edmonton are around $3.50 sq/ft, Labour and materials will be minimum $10.00 sq/ft. My cost as a contractor is around $8.00 sq/ft to hire out a simple pad. So $23,000.00 doesn't seem so bad if you ask me. I would quote that job at $24,000.oo in Edmonton.
