You guys should invest on a few trail cams to get pictures of all vehicles entering and leaving the parking lots. I am sure other sledders will donate funds to purchase some for you. You will need a lock box or a good way to conceal them, kind of tough though with tracks in the snow marking...
The local community can do nothing about it. He pays his taxes as required and for everything else he get's from the outside world from other sources. He doesn't buy anything local, the community is too small to support him in anyway. His staff stays in his hotel, I doubt he has anyone local...
