Generally you're going to need a second brake controller of some sort, as it's highly unlikely both trailer will brake with the same effort. For example, your cargo trailer could be locking up the brakes and the fifth wheel might not even be braking yet.

I thought when in tandem the end trailer could only have single axle with no electric brakes, there was a maximum weight.

No.

First trailer must be a tandem axle or more. First trailer must be longer than the second. First trailer must be heavier than the second.

It's actually ok in BC if you have a big enough truck pulling it.
this is not a government side and no it is not legal in BC to tandem pull trailers. I see the CVSE just about weekly and if your veh does not pass bc regs they will pull it off the road, they do not care what province you come from.

I have actually seen people make it all the way to the coast before they were caught and told to disconnect.
