Hydraulic steering

I am looking at buying an 03 f350 and it has 2.5 ton rockwells with a hydraulic steering box and a hydraulic ram mounted to axle for steering. someone told me they think it is illegal, so im wondering if it is or isnt legal?

Hydraulic assisted is not but if the tie rods and drag links are gone "factory links" then it's a off road only
