My chief goal for reaching you is in connection with my arrangements to set up a refinery in Papua New Guinea, this aspiration was conceived during the last meeting held in December 2, 2010 on Ghana oil find. Ghana discovered oil in the central region of Ghana which has been defined as onshore. First drilling was done in the first week of December which is specifically to establish the certainty of the oil, but major drilling would commence in 2012.
The government of Ghana has chosen to export the oil to Papua New Guinea for refining and re-import finished product back into Ghana for use. I am the chairman of the committee which has been appointed by the Parliament to oversee the refinery construction in Papua New Guinea. The committee has been given 16 months to finalize on our search and presentation. In view of the above, I decided to contact you to join me in the project to set up a refinery in your country under your name which would take the refining contract. You would act as the owner of the refinery and since I am the chairman of the committee I would approve the contract to the company. Any profits made would be shared 50/50 between you and me.
Recently I traveled to Papua New Guinea to determine building of two refineries somewhere in Namantanai, a 100,000 bpd capacity refinery and a 200,000 bpd capacity refinery, the engineers that I met in China estimated that 100,000 bpd capacity would be completed in eleven months and three weeks, cost is US$500 million whiles the 400,000 bpd capacity would be completed in three years maximum and the cost is US$2.6 billion. We finalized that 100,000 bpd capacity would be constructed first under the condition that 50% of the amount would be paid before construction and the balance 50% would be paid after completion of construction. The 400,000 bpd capacity would be constructed in Kavieng in 2012/13.
My plan to set up the refinery does not accrue any danger. It’s simply business, I have been able to move US$110 million to Kualar Lumpur through a special diplomatic envoy who is presently in Malaysia to deliver the consignment to my appointed receiver in Papua New Guinea. I am making arrangements to move more funds to my appointee as soon as the outstanding funds is delivered. If invariably you prefer to travel to Malaysia to personal open an account with a bank
I would like you to receive the consignment, register the refinery in your name with Papua New Guinea investment promotion center. Please use VINTAGE OIL REFINERY as the name of the company and ensure that every documentation reflect only your name. I do not want my name to appear in any of the ownership documents; hence the government of Ghana would discover that I have shares with the company. You are the point man.
You will make arrangement with the oil refinery construction company that would construct the refinery or you will arrange for a meeting with t he Chinese company that I had spoken with.
Once again, all revenues (net profit) accrued from the business would be shared 50/50. Please express your views.
